The option might not be available for you. It is an experiment that is not open to all creators yet.

As long as you are an affiliate you are eligible for Channel Points on your channel.

When it comes to Channel Points you have to be an affiliated or partnered streamer on Twitch.

I changed my name and lost all my channel points I decided to change my name and i have over 60k channel points to a streamer and when i changed my name i lost all of them and i also lost my watchtime

Predictions as part of Modview Predictions are a great and fun feature but are hard to manage as a moderator. They interrupt the flow of watching the stream a lot and require a lot of clicks to setup.
It would be great if Predictions were available as a window in Modview also it being popout-able like all the other Modeview windows are.
