Get/update badge for an user by API
Add new endpoint to get and update badges by userId as for user chat color.
Currently, badge control is entirely manual, if Twitch added an API endpoint to change the active badge, it could open up a ton of creative and community-driven use cases:
- Dynamic badge rotation, viewers could rotate between earned badges automatically,
- Event-based badges, could switch badges temporarily during special events,
- Game-based badges, could switch badges temporarily during games,

+1 for this. Since Helix already lets you change chat color with PUT /helix/chat/color and user:manage:chat_color, it would make sense to have the same for badges: a scope like user:manage:chat_badge, plus endpoints to list owned badges and set the displayed one, globally or per channel. It would be limited to badges the user already owns, so it adds nothing beyond what the badge picker already allows, but it would give developers a supported way to build on it.

This would be very useful for 3rd party chat clients to allow users to change badge in-app and have a more 1:1 experience to native chat.

I would find this very useful for letting people change their badge through my website.
