Bot is known/verfied
Endpoint to check if userID has a known bot or verified bot flag.
Which currently exists as a undocumented v5/kraken endpoint.
usercase: what rate limit does my bot have? I can check if my bot has mod but I can't check if my bot has verified bot.

Knowing that you have a verified bot doesn't tell you what whisper limits apply to it, and I wouldn't be surprised if more weirdness creeps in in the future, so I made <https://twitch.uservoice.com/forums/310213-developers/suggestions/44516934-add-an-endpoint-to-provide-a-user-s-chat-rate-limi> to more helpfully address those issues.

Currently the only way to fetch this information is via a semi-undocumented endpoint. Given Twitch's past record on these endpoints, I don't want to rely on them as by my experience they have a tendency to suddenly disappear. For this reason, I'm asking for this information to be added to the Helix API.
