Provide CRUD for rules
Please provide an endpoint to
- create
- update
- delete
- fetch
The /rules of a channel.
Usecase:
Moderators/channel staff/lead moderator may need to revise the rules of a channel on the fly.
This currently would require the broadcaster to "stop streaming"/playing the game/entertaining in order to do so.
A scope and endpoint should be provided to allowed authorised parties to update the rules.

I can see a use case for this with game-specific or tag-specific rules. For example, if I have a "PlayingWithFriends" tag, it'd be nice to have my bot add the rule "Please don't ask to join; this game is for friends only." Or if I'm "ZweisprachigDeutsch", I could add all of my rules again in German for that stream.
On the other hand, it could annoy viewers to have to re-acknowledge those rules every time a game-specific one gets added or removed. And outside of that, I can't see why a bot would need to update rules automatically. I can see this both ways.
(Outside of the use-case of rules being automatically dynamically altered by the contents of a stream, humans being able to revise rules on the fly would just be a separate feature that doesn't need a bot endpoint.)
