Cooldown option

I saw that Twitch just announced Cooldown options for Channel Points Redemption (https://twitter.com/TwitchSupport/status/1311055756922359808).
It would be very great if this could be added to the API as well

The cooldown and per user per stream limits have now been added.

Great note, we're definitely looking to support this on the API.

It won't be immediate but we will add support for this in the future.
