    We apply IP bans in Chat based on users' Moderation actions in certain cases. We don't currently plan to publicize the logic we use because we think it would make it easier for bad actors to bypass the restriction.

    Just wanted to update this thread that we are doing an experiment right now with Stream Display Ads!   These are less disruptive ads that allow viewers to see and hear Creators while being displayed.     It sounds like you're asking for it to be easier to harrass people. I don't think that is your intention, but reducing a penalty instead of addressing false reporting seems like an odd way to address this.
