Hi, I know that this is a very late response, but we’re hoping to find time to address this issue later this year. There are a few steps we’ll have to take to solve this problem in a way that will work for all streamers, but we understand the severity of the issue.

Hello!
It seems the documentation for the [WHISPER](https://dev.twitch.tv/docs/irc/commands/#whisper) command has since been added under the requested _Twitch IRC Commands_ section of the documentation.
However, the <to-user> and <from-user> parameters are mixed up, both in the prototype:
```plaintext
:<to-user>!<to-user>@<to-user>.tmi.twitch.tv WHISPER <from-user> :<message>
```
As well as in the text description of the example command:
```plaintext
:petsgomoo!petsgomoo@petsgomoo.tmi.twitch.tv WHISPER foo :hello
```
In the documentation the text says that _foo_ sent a whisper to _petsgomoo_, but it's the other way around?
As an example, here's a message from _roilisi_ to my bot _adrianbotjs_:
```plaintext
:roilisi!roilisi@roilisi.tmi.twitch.tv WHISPER adrianbotjs :message
```
This agrees with eggdrop's snipped and the fields follow the same order as they do in the `PRIVMSG` command.
