We have Timeout and Ban options, but those are confrontational and make a viewer leave. I propose we add a new option to force problematic users to watch ads if they're being annoying but not outright ban-worthy.

Trolls love to troll, so give us the option to troll them back if they complain about ads or are just being a pest. This is a win for everyone -- Twitch gets to run more ads, Mods get to troll trolls, and streamers get paid for more ad views.

No cooldown, let us do it as often as needed, and perhaps with configurable lengths the way timeouts are. I imagine getting 10 straight minutes of ads would be an excellent respite for someone committed to telling the streamer they "shouldn't quit their day job," or for someone constantly complaining about having to watch ads.

Subscribing/Turbo should not get around this option. I don't see any reason to inform the targeted user that a moderator has inflicted this action upon them.
