shoutout queue
Shoutouts will be added to a queue, and will auto shoutout when the timer is up rather than having to wait for the 2min timer. This will make multi raids, large collabs, and shouting out multiple streamers friends in chat much easier for the mods, and focus their attention where its needed on the chat.
