Add The Ability for Mods to Send Whispers to All Followers
Currently, users can block whispers from strangers (which most seem to have enabled), where strangers are not "someone you follow, someone you subscribe to, one of your mods, or one of your editors".
It would be helpful if mods for "someone you follow or someone you subscribe to" were also included in this list but only be applicable if mods utilize the Quick Whisper button within Mod View. Limiting it to only when the Quick Whisper button is used would keep it from being abused outside of the stream.
This will allow mods to send warnings to users without calling them out in chat, potentially creating drama. It is also beneficial when someone makes comments related to suicidal ideations or trauma dumping so we can send them a whisper referring them to local hotlines or emergency services without embarrassing them in chat.
If it is limited to the Quick Whisper action in Mod View, then it could be considered to be sent on behalf of the broadcaster - the person they follow or subscribe to.

this would be really helpful, *especially* since the quick whisper popup's lack of feedback gives the impression that whispers are sent regardless of the recipient's block-whisper setting
I think the criteria could even be "anyone *recently active* in the chat of a stream you moderate" if offline abuse is a concern (how well do we all curate our follow lists, after all) but following the streamer and locked to quick whisper would be a big step in the right direction
