Minimum Account Age Control
The vast majority of the time that harassment occurs, the accounts being used to accomplish it are all recently created. Being able to limit chat participation (or ideally, anything that can be seen by viewers) based on the length of time the account has existed would go a long way to preventing abuse.

You pretty much can! Go into moderation settings and phone/email verification settings. You can choose to enable phone verification for accounts younger than a certain age. Most bots won't be phone verified, and I've had way less harassment in my chat since I've enabled it.

This would be a simple change all platforms could have made a decades ago and reduced internet toxicity by massive amounts.

This would cut down on the bad actor harassment on my channel by at least 75%. The infinitesimal risk of alienating one legitimate new viewer on a brand-new account is a chance I'm willing to take to keep my show safe and friendly for the community.
