Channel Admin - Ability to add/remove people from Moderator.
So I will break this into 3 parts. What it is, How it will work, and why I think it's needed. (first and 3rd part may overlap.)
My idea is to create a Channel Admin role for content creators at the affiliate and partner level. This role would have a golden sword (opposed to the green sword that regular moderators have) and would be able to remove/add people from moderator for the respective channel they are a channel admin for.
How this will work: Starting first, how it will be set up (in my head.) All affiliates are allowed 1 channel admin. Partners are allowed 2 or 3 [Whichever you think is more appropriate, larger streamers may need more. (You could also do it so that you get an additional based on sub points if this is better.) That person would have essentially the same roles that an "editor" now has along with all Mod perks, only addition is that they can add moderators to the channel as well as remove them.
Why this is needed: As a larger then average streamer, I, as is usual with people around my level, have a dedicated mod team with a manager that controls the mods, oversees them, etc.. I know a lot of other streamers that also do that and essentially give almost full oversight control of their mods to someone else as it's impossible to always keep up with chat, focus on what's going on, and pay attention to who is always there and deserves mod . It's a lot for one person as i'm sure anyone can agree. I know some streamers bigger then me that have multiple "managers" so to speak that oversee this stuff. These "unsung heros" (as twitch called them in their latest ad.) do a lot for the channel and I think acknowledging and awarding that is only appropriate. This would also help with the day to day back end management for larger/medium sized channels. I was actually surprised nothing like this had been suggested before and I hope other people will see my ideas as something worth backing.

Would agree for the most part, but with conditions, and this is coming from a smaller streamer.
-The ability to appoint an Admin be extended to all streamers, whether they are affiliate, partner, ambassador or not
-the badge icon be a Wrench on a lighter blue background, in order to highlight their editorial duties that they would also assume in addition to typical duties associated with mods
-the permissions be that of Mod and Editor combined, but not the ability to directly remove another mod, but rather nominate such abusive mod for removal by the Streamer (It is realized that there are instances where mods just add fuel to a flame when demands are made, or when drama is incited).
-Once Shield Mode is active, they should also be the sole team members that can determine it is no longer needed.
-there should be more admin slots available for everyone, not just one. especially in a scenario where the sole admin holding the slot is away, the streamer has the be right back screen up, and the stream chat gets out of control. I'm sure a lot of streamers would like to synchronize their admin list from Discord to match the Twitch channel (i already have 2 admins on my team, and would love to see the day when i can give them a more distinguishable badge)
-Admins should also perform their duties exclusively through the Stream Manager, with an added widget for Reward Requests (for affiliates and so forth)
-The role should be known in the Role Manager as "Administrator"

I totally agree. I myself am struggling with mods who abuse their power, and lash out on users just because they didn't greet them personally. Calling them names and whatever, and also never listen to me when I give them modding directions. Things like don't make an !so one after another, or not for people who don't stream. Moderators are no perfect being, and when something happens, it will look bad on the other mods too, who are doing their job properly. Moderators urgently need to be moderated.

This is a feature twitch actually needs, many people have abused their power as a Moderator and whilst there might be people in the Streamers community who are the so called "Head Mod" they just cant do anything about it because they have the same permissions. So a role that oversees Moderators would be beneficial so that the streamer can focus on entertaining his community whilst the new "Head Mod" takes care of the problem with taking away his permissions or simply timeouting or deleting their messages.

Add a new role superior to the simple chat moderator, who can add or remove moderators and VIPs from the channel and who can suspend and ban a moderator.

I would also agree that this role should come with the ability to edit/add/remove channel point options or have the same function as the Streamer does, but without the ownership of the channel.
This functionality would be similar to what Discord has as you can create a role that has full control over the discord, but they can't ban or kick the creator of the discord unless ownership was given to the user.

This would help a lot if Editors had the power to do this, along with giving users VIP roles too. No reason this shouldn't be possible considering the level of permission you already get as an Editor.

It would be a rank of "Channel Moderation Manager" and "Channel Administrator". The rank would still be the legendary sword but with the background in yellow. This would be available to Affiliates and Partners. Max 2 per chain.
It would be used to add / remove moderators. To be able to manage them (I saw the idea for the integration of a channel so that the moderators can discuss between them, it's a very good idea)
To be able to access admin functions such as changing panels, see badges / emotes / Channel points.
The goal is to help the content creator as much as possible.

I can agree with that, same abilities as the broadcaster would be perfect. Obviously this would be for extremely trusted individuals; example for me someone in a contracted position. So why not allow them the ability to help with these

I agree. However, I don't see why you are limiting this channel admin role to just promotions and demotions. I think, if you are limiting it to a very few amount of them, they should have the same abilities as the broadcaster does (obviously without access to the stream key or anything of the sort). This would make it far easier for moderators to be more self sufficient, and, would make it so that the streamer could concentrate on streaming, while they have a very trusted friend/ community member, who will be in charge of moderation, chat, channel points, etc.

I agree with this idea. I've noticed larger streamers don't have time to check/realise if a user is suitable for a moderator status. It's always a risk for large streamers to add moderators, as they have no idea if they will abuse that power. Adding a Channel Admin role will allow someone to seperately supervise and pick suitable moderators.
