There is already a verified user option. Like you allow only users who verified their account with their phone or email. You can toggle on and off. For bots following, they are many bots out there, that detects spams and bots right away, and delete their message or bans these accounts. I think SeryBot was one of those.
Hope it could help -

We apply IP bans in Chat based on users' Moderation actions in certain cases. We don't currently plan to publicize the logic we use because we think it would make it easier for bad actors to bypass the restriction.

why? but as far as I can remember, there was an option in the settings that allowed to hide certain things from others. Like the gifted sub badge. If someone doesn't want to show them, they should be free to hide it.
If you don't see them, then they probably hid it, and it is their right to do so. -

I hope Twitch does something, because it is becoming unbearable.
The extremly flashy emotes are the worst. Even though it goes against Twitch Emote rules, when reporting nothing happens... For photosensitive people and those who suffer from Epilepsy, Twitch has become inaccessible...Shinomiya_s

How can a mod see that? That is new to me. As a Mod I don't know how many times a user was banned or whatever, in any channel. Not even in those I mod for.
