Lead Moderators be able to access to Role Manager
Have Lead Moderators have access to Roles Manager, but only see the roles they are able to manage.
Currently, they have no way of knowing they can even give or take away vip, or even unmod people, as the commands do not show up in suggestions. Role manager will make it easier to do a clear out, etc.
