Add options to emotes to "safely" allow more mature emotes
I know there are a couple other posts about an "mark as mature" for emotes, but I think this could be expanded into a section:
1) [Default] Global use
2) "Mature" (can only be used in a channel flagged 18+)
3) Channel only (can only be used in streamer's channel)
The 3rd option is also super-useful for situations where the streamer might want to create emotes that are extremely channel-specific, or be sort of an "inside joke" in the channel that might otherwise be interpreted incorrectly outside the channel.
