Bit Bank
This option would allow streamers to bank uncashed out bits and use them to donate to other channels, if they want. For example, one of my viewers sends me 500 bits. Those bits are banked and I can use them when making donations in the future.

Being able to store donated bits and/or be able to choose whether they get cashed out or not would allow me to better support fellow streamers - keep subs the same, but allow me to bank donated bits so that I can then re-cheer them to other streamers. This would be a huge boon to all creators I think.

Imagine being able to recycle Bits that have been cheered to you. You could either store them in your Bits balance, cash them out via PayPal, or Re-Cheer them to other streamers!
Other streamers, like myself, who are constantly having Bits cheered to us during our own streams would greatly benefit from this feature. It would be a great way for the Twitch community to interact with one another, to support smaller streamers.
Consider that not all streamers need the income. Some only stream for fun, or as a hobby, so the choice should be left up to each individual streamer. If they feel that they could benefit from the income, they can choose to cash out via PayPal. If they feel that another streamer could benefit from it more, they can choose to support others, instead.
It would also help, timewise, for streamers who are more dependent on Bit Cheers, as there wouldn't be a 30 day roll-over period before the Bits were able to be withdrawn. Streamers who need their earnings sooner would have the ability to withdraw when needed, rather than on a set schedule.

I think if you have money on your twitch account from what you earn from streams, i think you should be able to use that to buy bits, subs and stuff like that?

As a creator, the money earned can be used (without minimums) within Twitch to buy bits, subscription, ...
like a transfer to personal wallet to use inside of Twitch, in this way it is money that does not move from the platform and allows more activity for creators in other channels

Bits that are given to you by your community should be able to be used further on to support other people if you desire or alternatively cashed out taking them out of your bits wallet and into your payout wallet which will get payed to you when you meet payout requirements.

If someone has affiliate money (but not the $100 to cash out) and they want to support someone, they should be able to use the affiliate $ to give bits to others.

When you get gifted bits they go into your bit wallet and you can either cash them out into your paypal or gift them

This is exactly what I wanted to suggest! I believe this can help Both the streamer and Twitch. As it will take longer for bits to be cashed out.
It will also encourage viewers to buy more bits if they know their donations are going towards helping others.
Awesome idea!
