Add an endpoint to get a user's unlocked global badges
This could be used for fun projects, such as:
Stats sites
Creating a site that adds a sharable link, so users can show others which global badges they have unlocked

+1. Would be great to have, and not just for "badge collector" type apps/sites.
Especially now with "Creator Badge Drops", having a "get user badges" endpoint would enable people to develop bots that restrict functionality to users who own a certain badge, like for example a badge that they got from a special event stream on that channel. Lots of fun possibilities if this gets added!
