Mature flag in get channels and be modifable via patch channels

Similar to

https://twitch.uservoice.com/forums/310213-developers/suggestions/38375011-mature-flag-on-get-streams-endpoint

But for the Get Channel information endpoint

We should also be able to modify the flag via the Set Channel Information endpoint

The "mature flag" was deprecated in favor of CCLs, which are available and modifiable by Get Channel Information and Modify Channel Information respectively.

We need this. It's currently retrievable via Kraken but Kraken is being shut down soon.
