Being able to watch smaller streamers on a lower resolution
Sometimes I find myself in a place or location where my internet connection isn't great, I'm sure I'm not alone and it doesn't make sense that you can't reduce the resolution. Why is this even a restriction? I want to support and enjoy certain smaller streamers and find myself not being able to for this reason

Streams in 720p @ 60 FPS and especially in 1080p @ 60 FPS need optional lower resolutions, at least 480p @ 30/60 FPS saving mobile data or supporting slower internet connections.

This is going to become a bigger issue in the near future as well: Comcast is beginning to push nationwide data limits in NA, making it so that watching smaller streamers (who often have source video of at least 720p 60fps) will require more expensive internet packages. I understand that this isn't realistically twitch's problem, but it represents another barrier of entry for streamers on the platform and would be nice to see resolved for those who can't afford the new rates or who live in areas with lower quality internet overall.
