Sharing a banned list is great against spambots, but against humans it's not, because there are too many different reasons for bans.
So there should be 2 types of bans.
1. Global. All spambots that get there are automatically banned on all channels that share this list. This is essentially a ban list that Twitch should maintain, so instead of shared bans, it's better to make a ban function with a flag that such an account should be banned globally. That ban should be confirmed by Twitch if it's done by someone other than the global moderator. Different implementations can be, I think you get the idea.
2. Local. In this list will be people who violated the rules of the channel or banned for any other reasons. This list can be shared if you are, say, close friends.
