Implement full chat lockdown/moderated mode
In the sense of IRC's +m channel mode, only moderators and higher would be allowed to speak.
Useful for:
Announcements
Aiding in spam cleanup
Crowd Control
This, I think, would be essential to mods of event streams, and other high traffic channels.

This would be invaluable for many situations in channels where even sub-only chat is too fast to keep up with.

Is this something subscribers only mode does not cover adequately? I use that on non-partnered channels as well for this very purpose.
