Keep the spinner animation around as a global emote.
Calling it something like "twitchNN", the net neutrality spinner could be used in general conversation to suggest that it's going to take time for your thought to finish, and to remind people that net neutrality is an important issue that needs to be defended.
Examples:
Waiting on my pizza. twitchNN
Considering your statement. twitchNN
It might take me a while. twitchNN

If the spinner is in constant animation, I don't like the idea. Twitch had a loading spinner a while back which caused 100% CPU usage. This slowed down my browser and ate memory while the page was loaded. I went so far as to inject a stylesheet to prevent it from rendering.
