Make game specific emotes only allowed in chat when streaming that game.
When a streamer is playing a specific game, give chat access to game specific emotes. The emotes should be created by the developer with Twitch's help. Maybe even allow developers to pay to have even more game specific emotes ie. 8 per game but for X a developer could purchase 8 extra emotes. Would capitalize on game launches.

Honestly, the idea of making game-specific emoji available only in chat when streaming that particular game seems pretty cool. It would add to the atmosphere and make the chat even more involved. Imagine the emotions that could be conveyed while playing!
