When it comes to situations like this we do not have any visibility into donations between viewers and streamers if they did not take place through Twitch.

That being said, there are some guidelines we can provide as reference. All content must abide by our Terms of Service and Community Guidelines, and it is the responsibility of the broadcaster to fully adhere to them. Broadcasting content that violates these rules and guidelines may result in action against your channel.
Our general rule of thumb is, if you’re unsure if something is appropriate, err on the side of caution.

Support for Ukrainian streamers Due to the current situation many Ukrainian streamers are not able to go online. It would be nice if twitch could offer some sort of extra financial support to help them make up for income lost from an unfortunate situation beyond their control
