Support capture card video frequencies (Hz) below 60.
Allow for capture devices that uses less than 60Hz to be usable, for example my AverMedia Live Extreme outputs whatever is outputted from the device, meaning that it needs the output to support 59.94 Hz, 30 Hz and 29.94 Hz frames.
