It will be really usefull for many streamers to set their own delay on their streams, because a lot of us are not using Twitch Studio only because of this...

Completely agreed, this functionality is why people still use OBS. If Twitch wants to win users for Twitch Studio over from OBS, this functionality is a necessity.
