have cooldowns for cheering to avoid spam
In most channels that have cheering, I sometimes see people spamming with only 1 bit. I find it pretty annoying, and I'm sure people do as well, especially when the chat is in sub mode.

I agree with this. People have raised the requirement limit (on both Streamlabs and on Twitch itself), and people have still spammed 100+ bit cheers.

Broadcasters can choose to set a minimum requirement to cheer. https://help.twitch.tv/customer/portal/articles/2449458#BitsThresholdSettings

I was watching a streamer I don't usually watch and a single user cheered over 10000 bits in 100 bit divisions, all at once. This meant that the Cheer100 popped up over the stream for over 5 minutes straight. This seriously hampered my enjoyment of an otherwise entertaining streamer and caused me to leave the stream. A user shouldn't be able to dominate the cheer notification in this way.
