Also it seems like blocking doesn't prevent them from modding you. I've blocked a person doing that and still just found out that I was mod there again.
I understand that just adding an option for consent is difficult to implement because of legitimate bots like StreamElements, Nightbot, Moobot, etc. but I think for that Twitch could have an eventsub topic for consent requests and an API endpoint for listing consent requests and approving/denying them.

We would like to offer an “off-duty mode” for Mods, but it isn’t one of our top priorities at the moment. Will revisit in 2021.

We are still planning to support Pinned Chat eventually, but have no expected delivery date to share at this time.

If I'm not mistaken that is already available as part of the channel.moderate subscription type. See https://dev.twitch.tv/docs/eventsub/eventsub-subscription-types/#channelmoderate-v2 and https://dev.twitch.tv/docs/eventsub/eventsub-reference/#channel-moderate-event-v2
For when the users actually left and went to the other stream there is channel.raid (https://dev.twitch.tv/docs/eventsub/eventsub-subscription-types/#channelraid)
