@ketchupcharlie: I think the best option for what you're looking for is the Twitch Extension called Sound Alerts [https://dashboard.twitch.tv/extensions/bttsqjy6dnv05acplp5vy0mflgrh3z].
You can set it up to trigger sounds with Channel Points.

Just to provide some clarity – we actually already handle the timezone translation for both streamer and viewer, so viewers should be able to see exactly when you’re going live in their timezone. We realize it’s tricky because we don’t have any messaging that explains this, so we will be working to get that added.

I think this suggestion is now implemented/complete.
In the Channel Reward settings there is a "Cooldown & Limits" section which includes:
- Redemption Cooldown Time [Time between redemptions, up to 7 days]
- Limit Redemptions Per Stream [Max total redemptions for viewers]
- Limit Redemptions Per User Per Stream [Max individual redemptions per viewer per stream]...unless what you're suggesting is to have a 4th option to limit redemption per user permanently?

Totally agree. Simply saying "No" isn't helpful.
Educate us on what is involved and why it's so complicated. And even for a moment pretend that the answer was "Yes" - what would the downside be to make that happen? Cost seems to be a big issue and maybe in that scenario the cost of bits and subs would go up, or maybe more ads, etc.
Since not every stream would benefit, would it be possible for streamers to opt-in to a program that would make it super easy for them to be protected and also for Twitch to cover the costs? Maybe a small portion of opted-in streamer revenue could go towards covering those costs rather than forcing the entire community to pay more for everything.

Maybe a group chat for Mods within Whispers?

You can set it up to trigger sounds with Channel Points.
For sounds & visual alerts, you can use a program such as LioranBoard. Not only can you setup items to react to Channel Points, you can even setup chat commands as well.
