An error occurred while saving the comment SurrealJC commentedConsidering how impossible it would be to process all that data I'd suggest limiting twitch chat to what's on the regional keyboard - alphanum characters and symbols.

An error occurred while saving the comment SurrealJC commentedSimilar to the idea of denying incoming raids - once it is determined that the raid is malicious, the mods/streamer can ban/remove all raid members with one click. (+Are you sure you want to ban all raid members for *raidname*)
Issues with this: 1. they will just privately join the channel in raid-like fashion.
2. rare chance of getting 2 raids at once, one from a 'friend' and another 'malicious' and banning friendly viewers. An error occurred while saving the comment SurrealJC commentedThis is the closest idea to mine - Option to Ban All Raiders - removes and bans all raiders when the mods/streamer determines they are bots/hate raiding.

We’re happy to announce that we have released an additional update to address these concerns. Streamers can now prevent their banned users from watching their livestreams. You can find and turn on this feature in the Moderation settings section of the Creator Dashboard, through the “Stop banned users from viewing stream” toggle.
Please note, this update 1). does not prevent users from watching livestreams from an incognito window or while logged out and 2). does not prevent users from viewing VODs, clips or highlights. We plan to explore extending the functionality of bans further, including but not limited to preventing VOD and clip playback.
In addition, we’ve made an update so that users that are blocked will now automatically be blocked from watching a streamer’s livestreams.
We will leave this thread open for your other points regarding preventing view of other content types and account creation.

Yes, keep it simple though like just the basics:
Laugh,appreciate,depreciate,roll eyes/groan, mad, maybe a COUPLE others
As for the design I imagine 2 concepts: first is the classic/obvious emojis appear with a number next to them.
try to keep the options to ~6 reactions.
Also maybe cap the reactions to 10 so in bigger chats its less likely to cause attention anxiety
But a better option might be to have it be an animated bump on your comment. Someone clicks the comment, selects one of two reactions: positive or negative and then the author (or everyone) sees the comment bounce/shake/flash/confetti or shadowblink/*****&crumble/submerge/explode.
The biggest issue with this I can imagine is a LOT of new chat clutter, and its a huge waste of energy/bandwidth (remember every bit of data costs energy to send and receive).
