We’re happy to announce that we have released an additional update to address these concerns. Streamers can now prevent their banned users from watching their livestreams. You can find and turn on this feature in the Moderation settings section of the Creator Dashboard, through the “Stop banned users from viewing stream” toggle.
Please note, this update 1). does not prevent users from watching livestreams from an incognito window or while logged out and 2). does not prevent users from viewing VODs, clips or highlights. We plan to explore extending the functionality of bans further, including but not limited to preventing VOD and clip playback.
In addition, we’ve made an update so that users that are blocked will now automatically be blocked from watching a streamer’s livestreams.
We will leave this thread open for your other points regarding preventing view of other content types and account creation.

This update completely misses the point and solves virtually nothing.
Trolls do not care about having video playback blocked on a single banned account. When someone gets banned for hate speech or harassment, they do not leave: they create a brand new burner account in ten seconds with a disposable email and immediately resume flooding the chat.
By your own admission in this response:
Banned users can still watch via incognito or logged out.
More critically, this does absolutely nothing to prevent immediate ban evasion via new burner accounts.
Right now, channels with thousands of viewers are being forced into emote-only mode because a single bad actor can generate infinite burner accounts from the same machine without any friction. Volunteer moderators are burning out deleting messages manually instead of having automated platform protection.
Blocking the video player for a single username is purely cosmetic. If you genuinely care about creator and community safety, enforce strict non-VoIP carrier phone verification and phone-number-level channel bans so that banning an offender actually bars every other account tied to that identity. Anything less is just security theater.
