Terrible idea. The emotes go away after you end the stream, lowering the incentive to donate the bits. People enjoy emotes because they remain permanent with subscriptions and bit tier unlocks. This also kills anyone wanting to do less than a dollar or a specific amount. People enjoy alerts catered to specific bit cheer amounts in some channels and is a highlight of their gimmick (not all streams but some).
If this is implemented, it should be optional for streams that want to use the feature. If there is an issue with money laundering via bits (which I am guessing is the issue here) perhaps Twitch needs to look at a better way to secure payment options for bits and chargebacks for your company instead of taking it out on the streamer.
