Per https://discuss.dev.twitch.tv/t/chat-highlight-in-privmsg-tags/45604 "first-msg" and "returning-chatter" already have tags. Reasons stated as to why raider isn't. Turns out, it's already implemented. Examples are shown here: https://dev.twitch.tv/docs/irc/tags/#privmsg-tags just wasn't in the list of tags above the examples.

Just wanted to update this thread that we are doing an experiment right now with Stream Display Ads! These are less disruptive ads that allow viewers to see and hear Creators while being displayed. Creators will receive ad revenue for each SDA shown. You can find out more information here: https://twitter.com/TwitchSupport/status/1603148201489580032

Stream quality settings do exist, but it's not for everyone. Partnered streamers are guaranteed to get it. Affiliated streamers have higher priority, but aren't guaranteed. Everyone else only gets it if there's processing power available.
Lower quality settings require processing power for real-time transcoding. It's not free.

Agreed. The pavilion stage area would be a better option as it's an equally high traffic area and is much more comfortable area.
