The problem with the 'clarification' to the policy is it's a subjective clause then, which means that enforcement will be at the whim of the enforcer. And there's no way to tell the difference between a 'lived experience' or not.
Take someone that struggled with various sexualities through their life while they searched out what felt right. Are they forbidden to talk about anything but their most current or can the gay man still talk about their life as a straight man? Or the asexual talk about differences from being bi?
And that's not even getting into more complex topics, those are the SIMPLE examples.

Worst case making some kind of "delay" on allowing a Google Voice or other VoIP-based phone number be accepted like you have to set it and not change it for 6 months.
I haven't had a cell phone with a phone number in a decade-plus since getting a Google Voice back when it was still called Grand Central. Haven't changed that number in that entire time, my cell phone just gets data-only SIM plans since I only use it for light browsing and GPS away from home.

Seriously, right now disabling the notification setting for Shouts DOESN'T DISABLE ANYTHING, don't introduce such a half-baked intrusive feature.
