It would also be great not to *remove* the identity tags from the existing content tags list, because they're still valid when the *content* is about those topics.

If it's purely a tag limit increase that we get from this, rather than separate categorization of identity tags vs content tags, then I would definitely opt on the higher side with at least 15.
For me, there are already 7 tags that apply just to my identity. On top of that, there are a few tags that apply to *all* my content in general, e.g. Vtuber. On top of that, with a limit of 10 tags, it would be impossible to fit in any additional content-specific tags like Speedrun, Any%, No Backseating", etc. And then we have additional tags needed in some cases like Closed Captions, Charity, etc.
Remember that it's not necessarily about "diminishing returns" with tags. It's about being able to see the tags below the stream without needing giant notices all over the stream and About Me section and etc, so that users immediately know what's going on and what's acceptable / what's not acceptable.
