    Agreed, as a mod for over a dozen channels this is ABSOLUTELY CONFIRMED to cause restricted people to start spamming the chat once they realize their messages aren't going through. Since some streamers are used to reading messages from chat and have the highlighting turned off for readability, some begin to acknowledge the individual unintentionally, causing them to act up even further and making it impossible for mods to defuse the situation.

    I am regarding this as a "bug" as, with all due respect, it is *unfathomable* that the devs would intentionally design a "safety" tool this way.

    If it is a situation where an instant ban is required, then by all means, that method is better. More often than not, however, things that are not immediately banworthy are better left to restricting when their next message *might* continue on that path toward banworthiness, but as mods it is poor judgement to *assume* that to be the case.

    Restricting should be done in order to give the individual a chance to prove that they will not be a problem going forward. When that chance is shown to them by Twitch as anything but, it only goads them into *becoming* banworthy out of spite. It creates such spite in some cases that they also begin to bandodge or create alt accounts to attempt to chat when they wouldn't go quite that far otherwise. It literally *encourages* worse behavior.

    Simply put, this "bug" desperately needs be fixed. Safety and moderation tools are supposed to *prevent* situations from getting out of hand, not *cause* them to do so.

    It does get tiresome having to constantly type out the shoutout command after what seems to be close to a minute only to be greeted with the cooldown notification, only after you send the message. To ensure as a mod I don't miss a needed shoutout if there are multiples needed, I basically have to keep spamming the command until it eventually goes through, and this takes me away from actually modding the channel. A queue system would indeed be a good solution to this issue.

    If possible, the command could also be modified to have multiple users in the same command ("/shoutout user1 user2 user3", etc) to prevent having to spam the command for each shoutout, but this would be much less important than having the queue feature in general.
