We’re happy to announce that we have released an additional update to address these concerns. Streamers can now prevent their banned users from watching their livestreams. You can find and turn on this feature in the Moderation settings section of the Creator Dashboard, through the “Stop banned users from viewing stream” toggle.
Please note, this update 1). does not prevent users from watching livestreams from an incognito window or while logged out and 2). does not prevent users from viewing VODs, clips or highlights. We plan to explore extending the functionality of bans further, including but not limited to preventing VOD and clip playback.
In addition, we’ve made an update so that users that are blocked will now automatically be blocked from watching a streamer’s livestreams.
We will leave this thread open for your other points regarding preventing view of other content types and account creation.

Yes! there should be a stream ban as well as a chat ban. I can only assume twitch doesn't allow this for ONE reason and ONLY one reason.
DCMA BS. If smaller streamers had the ability to completely block, they could block any known music and movie sniffer bots, and hence effectively be able to completely evade DMCA strikes.
Fighting the supposed losses of living life normally for your cooperate overlords, should NEVER be prioritized over customer needs and safety. Copyright music in streams, unless being used as the SOLE focus of the stream, hurts no one, and is part of normal life!
Absolutely not.
Using the word as an insult is wrong, but, it has a meaning.
socially, mentally or emotionally "r-tarted" is a valid medical concept. And like most mental health terms, it gets abused. banning words just causes other words to be used, usually incorrectly,
For instance , handicap is actually a better term then disabled. Handicap implies an internal or external issue preventing you from doing an action. Disabled implies the problem is all you, and that said action is a basic function..
Yet due to misguided feelers, from people like you, the more useful and accurate word has been replaced with a less accurate one.
Legitimate Words have meanings, and they can cause damage to legal processes and general understanding by being banned. Where as insults made for the sake of insults, like 2 of the other words you mentioned, are finne to nip in the bud.
but this particular word, unlike the others you mentioned, has more legitimate uses then not, and is a root word from Latin, as already discussed about French and Italian comon usage.
