We apply IP bans in Chat based on users' Moderation actions in certain cases. We don't currently plan to publicize the logic we use because we think it would make it easier for bad actors to bypass the restriction.

Hi, I know that this is a very late response, but we’re hoping to find time to address this issue later this year. There are a few steps we’ll have to take to solve this problem in a way that will work for all streamers, but we understand the severity of the issue.

It's hard for small streamers to stick out on twitch, especially when a streamer tries to play a game like apex or minecraft.
Thumbnails can help advertise a streamer while the viewer is browsing possible channels to watch. Youtube does a good job of doing this and I believe twitch can handle this as well.
Also, it's hard to pick a streamer without knowing what he or she does. Thumbnails could aid in filling this gap by demonstrating a user's personality or content. It will also make browsing twitch feel less bland.
In addition, this can raise interest in hiring a thumbnail artist for streamers and create more work for artists.
