I agree with ArrogantLeo that there isn’t much room for compromise here. At a BARE minimum, ads should be muted for moderators so we can hear a streamer’s instructions and important announcements, but many of us also need to react to things happening silently on-screen and that’s just not possible when the stream is reduced to a tiny thumbnail.
We’re already volunteering our time (and more), we shouldn’t have to pay to do it effectively on top.

That wouldn’t work for streams with a single moderator on duty, and would need to account for bots, not all of which are as easily recognizable as Moobot or Nightbot. And you would still get situations where the only mods not seeing a batch of ads are actually AFK, and those actively moderating are ad-locked.
Limited moderators could be a solution but it would be tricky to find numbers that work for everyone fairly. There are streams that can do just fine with a single moderator, others that need over a dozen to cover all shifts for a particularly active streamer and multiple bots, and it’s not all correlated to viewership size.
