    I can see how it may be interpreted in the way you stated. Though this is not what the intention was. The commentary I supplied was that it is a question of time and resource input to develop the system that would stably function in this manner, then implement it in a way that is functional to everyone using it. Vs the reward of elimination of trouble areas, that are adjustable trouble spots by the people implicating them. Logically, it does not follow to create a "hard system" to fight a "moving target", was more the point I was going for.

    Yes, any improvement is an improvement, but the question is how long that improvement will remain effective. If people simply incubate accounts, this "solution" has no impact in the long term, dedicated problematic persons would remain as such, only limited by time to reiteration of occurrence.

    As to my "better ideas" I said clearly that the soundness was in question, meaning that there are concepts, but that the implementation of them might be beyond reason, or that they would result in a similarly fallacious solution to the problem.

    To be clear, I am not saying that this is a horrible idea, it is indeed a possible, and implementable option, but to say it would resolve the issue is not transparent. I am not seeking confrontation here, I am simply expression an opposition concern that should be looked into. With all due respect, "Something is better than nothing" isn't a solution, it's a patch (That has costs).

    Although I would very much like to see enforcement of a better system to block account spammers, I don't see this as a potential solution. Individuals intent on using fake accounts to make malicious attacks will generate them and let them sit in active for standard times if need be. The only thing this would do is potentially slow the rate of abuse used accounts. I have other ideas that might be of interest, but I am not comfortable with the soundness of them as yet.

    We apply IP bans in Chat based on users’ Moderation actions in certain cases. We don’t currently plan to publicize the logic we use because we think it would make it easier for bad actors to bypass the restriction.

    I am unsure if this has been raised in comments already, but what about the prolific use of VPNs currently or any of the other methods of hiding IP? If people are intent to create hostile accounts, they are likely to seek methods to bypass restrictions on IP also. In addition, I am unsure of the legality of this application in all countries.

    I have a few questions regarding this:
    1: Are developers, people that take personal interest in developing things for twitch use in a non employed fashion? If so, there may be a conflict of interpretation here that would potentially result in abuse or misrepresentation. Individuals could claim they are developers and speak on behalf of twitch to those unaware.
    2: Would this mark people offering hosting the badges as twitch endorsed individuals? This could have a similar issue to the above.
    3: Who gains here?
