If the app is running as a service account (like a bot account) to perform actions on behalf of a broadcaster, it would make sense that there is a way for the broadcaster to grant that user permission to initiate a raid, since it is already possible to allow, for example, the bot to create markers in the stream.
Perhaps some role assigned to the bot account plus a combination of channel:manage:broadcast and channel:manage:raids would allow a raid to be invoked vicariously?
