It takes less then a minute to change your game and not everyone is going to stick around watching a bunch of different games in one night. You want people to stay, improve as a streamer.

Because Twitch only has a limited amount of space on their website and the bigger the emotes the more cluttered the chat box becomes. 28x28 is perfectly fine, just get good at designing emotes like a real artist.
If a small streamer wants to get noticed, how about they put their nose to the grindstone and actually work hard for their viewers/follows/subs. Jobs don't just hand people promotions on a plate and neither should Twitch.
