   I definitely get your sentiment, but a geolocated ban (as in a whole country-wide ban) would have racist implications (felt or unfelt) and would discriminate solely on position. I do not think such a tool should be given carelessly, but should only be a temporary solution and only used by Twitch's own moderators when assessing a desperate and specific situation, such as yours. 28k bans is a lot.
