As a streamer, consider reserving the right to cast a tie-breaking vote (even if you already voted). This is a rule in Association bylaws that their respective Presidents will abstain from voting except in order to break a tie. Modify as convenient.

I am a moderator that keeps tracks of raids and notifies raiding streamers that I'm waiting for the 2min cooldown to give them a /shoutout. Super easy.
That said, still, /shoutout should've come out of the box with either a queue or the ability to shout out multiple people at once for any reason. And now there's a 2hr cooldown for shouting out the same person? If the decision makers have concerns regarding the /shoutout feature, then give it it's own settings and let the streamers have the relevant options made available to them.
This feature has way more restrictions than it needs, and it needed none in the first place.
