As a viewer, this is incredibly annoying and after reading all the complaints, I cannot believe Twitch has not ended the experiment as a lost cause. When a viewer buys bits they intend to spread them across multiple channels for the day/week/month however long they budget for. With this, it forces viewers like me into multiple micro transactions. Also, I like knowing the streamer gets every penny of the bits, because the viewer pays the Twitch service fee upon purchase of the bits.
If I wanted to give out free emotes to the channel, i would gift subs to chat. Who knows if anyone who is even chatting right now is getting the emotes to use, and for the duration of the stream, not even 24 hours (which in most cases can be unlocked with channel points).
Bits are intended for the streamer 100% and that is how cheering should be. This all seems like a rip off to me and an attack on hard working content creators. I really hope Twitch ends this so the streamers can go back to normal.

Why is my Viewer Count X when I know I have Y users in chat?
Viewer Count is the number of people viewing your video stream, whether or not they are logged into a Twitch account. Users in Chat is the list of logged-in Twitch accounts connected to your chat. Some users may connect to chat, but not watch live video – including bots, users in chat-only mode, or users in popout chat mode. As a result, this means your list of Users in Chat could be different from your Viewer Count.
Do chat bots count towards Viewer Count?
Chat bots do not count towards your viewer count, as they do not view your stream. Instead, chat bots that join your chat can be viewed in your Users in Chat list.
How often does Viewer Count update?
When users stop watching live video, it can take up to a few minutes for the Viewer Count to update.
How often does Users in Chat update?
When users close or Collapse chat, it can take up to a few minutes for Users in Chat to update.
Will I appear in the Users in Chat list if I have chat in popout mode, or if my mobile app is in chat-only mode?
Yes, so long as you are logged into your Twitch account. Users in Chat do not count towards Viewer Count unless they are watching live video on the same device.
Does a muted stream count as a view?
Yes! Whether you mute the video player on Twitch, or the browser tab, you still count as a viewer so long as live video is playing.
If I have a stream open playing live video in another tab, do I still count as a viewer?
Yes, if live video is playing, you will count as a viewer, even if that tab is not in focus.
What about if the stream is playing in the background on mobile?
Yes, if live audio is playing or if you have minimized the live stream in the background on mobile, you will count as a viewer.
