As LadyxCryo included in their comment, I believe artists should be able to use the emotes that they have created for other channels. Particularly when that channel has given artist attribution for the emote. It's advertisement for both the emote artist, and the creator whose channel it belongs to.
It would be impossible for an artist to sub to all the creators they've created emotes for.

Even just the ability to add a banner message when you might be late starting, or a stream has been cancelled. Not everyone can/wants to follow you on various platforms to get that information, but they still show up for streams, so having an on site method of relaying that information would be great!
Having a whole community tab with several interactive features would also be awesome!

Artists should be able to use the emotes that they have created for other channels. Particularly when that channel has given artist attribution for the emote. It's advertisement for both the emote artist, and the creator whose channel it belongs to. This should be for affiliates as well and not just partners. I don't think there's an argument to be made against affiliates also having this.
It would be difficult, if not impossible for an artist to sub or give enough bits to all the creators they've created emotes for.
