If you contact twitch they can do this for you I believe however there might be certain conditions or something not sure. I have def seem people change name without making a new account however.

As Devil's Advocate said it's not something that should just be dished out to brand new streamers while streamers who are not popular but have streamed a while get ignored. We had to work to get to were we are so why not you too? HOWEVER I think twitch should start a program where they can help newer / semi-experienced streamers in a feedback sort of way to help them know what to improve and give pointers. Not advertising you, not plastering your stream on the front page or anything like that just some good old 1 on 1 professional feedback.
While it's a good idea for twitch to clean up fake/inactive/bot accounts I don't think this is the way to do it as this could end horribly for certain streamers. Some professional gamer streamers will go on tour for months at a time hell some even go away for a year to partake in tournaments and such. It would suck if they come back and your account is gone. Not to mention companies who only do an event once a year or once every 2 years.
