    As a rule of physics if you will, your platform is based on live content, meaning there's no way to stop TOS-breaking content "before it happens", and thusly, before it gets released to the wide world. Your discplinary actions all happen after the fact.
    Why not adopt this stance towards sub emails?
    Add a "is there content in this email that bothers you?" link that allows people to report content just like they do on the platform itself.
    I miss this feature and I think TOS considerations should not straight up disable it. It's been years.
