I would highly recommend not switching to permanent streaming if you are currently waiting 2-3 months for a payout. While it could be helpful, that would be 'putting all your eggs in one basket', and could have serious negative impacts on small streamers.
If you'd like to really monetise your streaming and fast track your growth, I recommend diversifying your income. This means still work, but also upload to YouTube, Instagram, TikTok, post on Twitter. Expand your brand and gain a following, and eventually you will be monetised on all platforms and raise the cap of your potential to become a full-time content creator.
Back to the original idea, I think allowing regular payouts regardless of if the payout threshold has been met would not be a good idea, as you have to consider that some financial institutions will charge fees on each Transaction. Having this happen multiple times, instead of waiting for the payout in 2-3 months, would mean you lose possibly 0.5-5% of your pay, maybe more depending on your bank.
I agree that gifted subs should be included in the Partner Plus program. Perhaps they should count as less towards the goal as opposed to normal subs. A T1 normal sub being 2 points, and a T1 gifted sub being 1 point, could be a good way to incentivise streamers to create content that makes people want to sub on their own, but also ads value to gifted subs.
