    This is a nice idea but no way to regulate. Even if a streamer doesn't list themselves at 18+ doesn't mean they won't be swearing or playing games that are not kid-friendly.

    I disagree. Affiliate is very easy to obtain compared to Partner and there is a much higher percentage of affiliates than partners. Give affiliates and devs a different badge than partners.
